Take a step back and give yourself a break. If you feel like pursuing it later go for it. Many things don't come easy or the way we want them to but after a break maybe the fire will return. If you feel down deep that this is wrong (and we all know it's morally incorrect) then I wouldn't give up trying to "educate" your legislative body. Remember that whatever you do can't possibly make the standards less restrictive and could only make them more punitive.
