It is a non-steroidal antinflammatory and perhaps FDA is being a bit cautious as they have been burned recently on Vioxx and Bextra. However it is not ingested and all the material I have read seems to be almost no side effects unless it is accidentally swallowed.
The major difference from all the other stuff used for mucositis is that it should be started before treatment begins as it is also prophylactic.
Since mucositis can be serious in and of itself, and can lead to treatment delays which reduce effectiveness, this kind of medication is really needed. There is another med in trial, Aesgen, which is a l-glumatine formulation which greatly enhances uptake of the amino acid and provides protection and relief. Unfortunately, still "in the pipeline" too!
