Recurrance is never a good thing. We all fear recurrence. I would recommend the closest comprehensive cancer center from this list at http://www.nccn.org/
You are correct that chemotherapy hasn't been found to be really effective in treating head & neck cancers - it is typically used as as adjunct to the radiation. I would suspect they would be looking at some form of "salvage surgery". If he had IMRT they may be able to give additional radiation. There are people on the site who have had a recurrence, been treated and are doing fine. Don't give up hope.
