We do have 2 dentists who post on here, hopefully one of them will answer your question. Its probably not something that can be diagnosed over the computer, just like an auto mechanic cant assess the broken car over the phone.
It could be just irritation from the tooth. Only a professional who does a thourough oral screening will be able to tell if it looks serious enough for a biopsy. Having a biopsy is the only way to tell for sure if its cancerous. Wishing your sister the best of luck with this.
