I'm not sure it's easy to know what "normal" is in terms of pain management I've seen such differences in what people need since I've been reading in this forum. My glossectomy and probably my neck dissection was less severe than your fiance's, but I know I was only taking prescription pain medication for a couple of weeks at most after the surgery. That doesn't mean him taking the meds for 4 weeks is out of normal range though.
