I had a close friend who used the Speak It app for iphones/ipads as her main way to communicate. Her voicebox was removed during one of her many OC recurrences. She made phone calls with it all the time. Most patients who lose their ability to speak will either email or text instead. Heres a link from the regular landline phone company in the northeast, Verizon. They have a special department dedicated to helping customers with speech or hearing impairments. They offer many things (usually at little of no cost) for people with disabilities. For TTY and the relay service, special equipment is needed. For anyone who is outside of the Verizon landline area, check with your local telephone company or cable company if you have VOIP (voice over IP AKA internet based home phone service).
