Can anyone tell me what is the first step in getting a Handicapped Parking plaque? My father could really benefit from this?

The doctors that treated him have the forms or you can get them from DMV; not sure what it is called in Illinois but it is usualy the same place you get your driver's license. You fill it out and have the doctor sign it.

In California you have to get a form from the DMV, have a doctor fill it out then, go back to DMV and get your placard. I recommend getting the license plate and a placard - the cops scrutinize the plates a whole lot less then the placard (probably because it's easier to abuse the placard). The DMV here has a special line for disabled so the wait wasn't very long. Some HMO's have the DMV forms there as well or you may be able to download them online.

In California you can park free at meters for an unlimited time, some concert venues will put you in the VIP parking for free, etc.
