He is currently cancer free but is acting very abnormal with his memory, personality, etc. Has anyone else had a loved one who suffered from a brain tumor after oral cancer? what are the signs? please help.

You are describing the beginnings of Alzheimers, Parkinsons, drug overdose, fertiliser or heavy metal poisoning, underactive thyroid, sodium imbalance, insufficient testosterone, depression, too much calcium, too little zinc and a host of other things I haven't thought of yet.
There is no way to make any sort of guess as to what this might be as there are so many possibilities and so little information. You really need to see a doctor about this and they will take a history, do blood tests and then maybe a CT scan or MRI.
Try not to jump to a cancer conclusion (although natural and understandable after what you and he have been through) and get it checked out.

Those symptoms are not normal and he needs a doctor to find out what is causing him unusual behavior.
