I'm sorry that your family is going through this.

The tape recorder is a good idea but it might also be good if you or a family friend, someone who can stay a little calmer, could visit the doctor with your sister and brother-in-law. The anxiety can make their minds go blank. They may not even be hearing some of what the doctor is saying. They may be too shell shocked to stop the doctor and ask him to explain properly.

My CCC center does give chemo alone (Induction Chemo) in some cases. But IC is followed by other treatment, usually surgery and radiation with more chemo.
